It’s possible Southwest D.C. is the quirky quadrant. The signs abound. Most recent case-in-point – the Southwest Artsfest, which included among other things the following:

The Southwest Artsfest is in its fifth year. Attended by thousands, the Artsfest is held in Southwest D.C. and culminates annually on the first weekend in October.
